The other most closely-ranked cities in South Africa being Johannesburg at the 105th and Pretoria at the 182nd position followed further down the list by East London at 261, Durban at 208 and Bloemfontein at 391 on the world ranking list.

According to Tom Tom the method used to measure congestion levels is based on the measured amount of extra travel time experienced by drivers across the entire year. They start by establishing a baseline of travel times during uncongested periods and then analyse the travel time 24 hours a day for each city.
